On 17 March 2026, the EcoEnergy Municipal Network and the Center for Energy Efficiency EnEffect, will host a national conference dedicated to the financial, institutional, and strategic framework for building renovation in Bulgaria.

Bulgaria currently has access to an unprecedented resource for the modernization of its building stock. At the same time, the country faces higher European requirements and clearly defined decarbonisation targets. This raises several key questions:

How will the National Renovation Plan be implemented in the long term?

Will a sustainable and predictable financial framework be established?

What will be the actual role of municipalities – as intermediaries, coordinators, or active drivers of the investment process?

The conference will bring together representatives of national institutions, local authorities, European initiatives, and the expert community to outline possible solutions and define the next practical steps. The main topics in the programme include:

• European policies and targets for energy performance of buildings;
• The vision for the future of renovation programmes, with the participation of Dora Yankova, Deputy Minister of Regional Development and Public Works;
• The role of the National Decarbonisation Fund;
• Reforms in the renovation of residential and non-residential buildings;
• Coordination, financing, and implementation of municipal investment projects.

The afternoon programme will feature two parallel thematic tracks.

The first will focus on the Net Zero Cities initiative and climate adaptation, highlighting opportunities for Bulgarian municipalities to engage in European initiatives and to develop sustainable urban policies. The second will address the modernisation of district heating systems and the development of local heating and cooling plans, presenting international experience and practical solutions applicable in the Bulgarian context.

At 16:00, the regular General Assembly of the EcoEnergy Municipal Network will take place.
