Energy Poverty Nexus
Empowering Member States to Combat Energy Poverty
Despite the growing attention given to energy poverty at European level, it continues to affect a significant share of households across the EU and remains a phenomenon that is difficult to measure and define in a consistent way. Differences in national approaches, the lack of comparable data, and the limited integration between energy and social policies hinder the development of effective and long-term solutions to support vulnerable groups.
Energy Poverty Nexus – Empowering Member States to Combat Energy Poverty emerged in response to these challenges by addressing energy poverty in a broader context – as the outcome of the interaction between income levels, housing conditions, energy efficiency, and access to appropriate public policies. The project is based on the understanding that tackling energy poverty requires a coherent, analytical, and coordinated approach that takes national specificities into account while allowing comparability and coordination at European level.
The project contributes to a deeper understanding of the scale and manifestations of energy poverty across different Member States by linking data analysis with wider social and economic processes. Particular attention is given to the relationship between energy poverty and quality of life, including health impacts, indoor comfort in homes, and the risk of social exclusion.
Over its three-year implementation period, Energy Poverty Nexus covers seven European countries and brings together expert capacity from diverse national and institutional contexts. The project seeks to support more sustainable and informed policy making that treats energy poverty not as a temporary consequence of crises, but as a structural issue requiring long-term solutions and consistent action.
