NEW GUIDE ON OVERCOMING THE ENERGY PERFORMANCE GAP IN PUBLIC BUILDING RENOVATION
The gap between the predicted and actual energy performance of renovated buildings is becoming an increasingly important challenge for achieving energy efficiency and decarbonisation targets. In many cases, the energy savings achieved remain below expectations, reducing the effectiveness of investments and making it more difficult to implement national and European climate and energy policies.
The published guide, “Overcoming the Energy Performance Gap: Guidelines for Achieving High-Performance Renovations in Central and Eastern Europe”, analyses the reasons for unsatisfactory results in the renovation of public buildings and provides practical recommendations for addressing them at all stages of the process, from planning and financing to implementation, monitoring and verification of the achieved results.
The document is based on analyses and consultations with stakeholders in Bulgaria, Romania, Poland and Croatia, and presents a set of measures to reduce the gap between the predicted and actual energy performance of buildings. The guide also includes a practical self-assessment tool that can support municipalities in the preparation, implementation and monitoring of public building renovation projects.
The publication was developed within the OUR-CEE project (Overcoming Underperforming Renovations in Central and Eastern Europe), funded by the European Climate Initiative (EUKI).
