MUNICIPAL ENERGY INFORMATION SYSTEM
The Municipal Energy Information System, municipalenergy.net, is a tool for effective energy management at local level. It supports municipalities in collecting, storing and visualising data on the energy consumption of municipal buildings and street lighting, as well as the results of energy audits. The system was developed by the Center for Energy Efficiency EnEffect and through the opportunities provided by the MEMS project (Municipal Energy Management Systems in Support of Sustainable Financing of Local Climate Action), funded by the European Climate Initiative (EUKI) of the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety of the Federal Republic of Germany. The project partners responsible for implementing the activities in Bulgaria are the Center for Energy Efficiency EnEffect and the National Trust EcoFund.
The system allows for the monitoring of energy costs, analysis of trends, assessment of the impact of implemented measures and policies, and preparation of reports. This enables better planning, prioritisation of investments and informed decision-making in the field of energy management. The municipalenergy.net platform also supports the development and updating of municipal energy efficiency plans by providing a reliable database for analysis and reporting.
The system is easy to use and is maintained by a designated expert within the municipality, while the collected information is used by the administration and political leadership for strategic planning and management of the energy system. An additional benefit for municipalities using the system is the automatic generation of annual reports under Article 12, paragraph 5 of the Energy Efficiency Act to the Sustainable Energy Development Agency.
The system is currently used by more than 25 municipalities and organisations, including the National Trust EcoFund and the Sustainable Energy Development Agency. It is available free of charge to Bulgarian municipalities.
