Seamless Services for Housing Energy Efficiency Renovation
Renovating a residential building requires agreement among owners, technical decisions, financing and coordination during implementation. SHEERenov+ makes this process easier through a network of six One-Stop Shops (OSS) in Sofia, Plovdiv, Stara Zagora, Burgas, Ruse and Gabrovo.
The centres give homeowners and homeowners’ associations access to advice and practical support, from the initial assessment and choice of measures to document preparation, access to finance and renovation coordination. Each centre adapts the service to its local context and the expertise of its operator. SHEERenov+ thus demonstrates how integrated support can be delivered by different types of organisations, including a municipality, an energy utility, technical specialists and business networks.
The project builds on the model developed and tested in Sofia under the earlier SHEERenov project. Between 2023 and 2026, the six centres supported 230 building renovation projects benefiting more than 2,400 families. They helped mobilise €11.7 million in investment, while more than 160 OSS staff and renovation professionals received training.
SHEERenov+ also developed a shared digital platform with a calculator for preliminary estimates, information on financing, case studies and contact details for the centres. The tools, trained teams and six locally adapted models provide a foundation for the service to continue and for other organisations across Bulgaria to adopt it.
