OUR-CEE (Overcoming Underperforming Renovations in Central and Eastern Europe)
Public buildings, which are expected to lead the way in deep renovation, have been undergoing renovation for many years in Central and Eastern Europe but a significant proportion of these renovations is not achieving appropriate energy savings.
OUR-CEE project aims to tackle the issue of unrealized energy and financial savings by analyzing implemented energy renovations of public buildings, identifying the underlying causes of underperformance, and proposing measures to enhance energy efficiency. Furthermore, the project seeks to raise awareness of the challenges associated with poorly executed energy renovations by highlighting examples from all partner countries. It will investigate the reasons behind these shortcomings, strengthen the capacity of relevant public institutions to improve existing renovations and prevent future issues, and pilot renovation roadmaps with financing plans for select public buildings. Additionally, the project will facilitate knowledge exchange among ongoing initiatives and partner countries, with its findings contributing to the development of National Building Renovation Plans.
The project will be implemented in Bulgaria, Croatia, Poland, and Romania, for the period December 2023 – March 2026.
The project’s coordinator is the Energy Policy Group (EPG), with partners: Center for Energy Efficiency EnEffect, Regional Energy Agency North, Association of Municipalities Polish Network “Energie Cités”.
OUR-CEE project is supported by the European Climate Initiative (EUKI) of the Federal Ministry of Economic Affairs and Climate Action on the basis of a decision by the German Bundestag. The EUKI competition for project ideas is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. It is the overarching goal of the EUKI to foster climate cooperation within the European Union (EU) in order to mitigate greenhouse gas emissions.
